Overview

In December 2025, the Government of Indonesia replaced the Indonesia Standard Business Classification (Klasifikasi Baku Lapangan Usaha Indonesia or “KBLI”) issued in 2020 (“KBLI 2020”) with a KBLI that adopts the International Standard Industrial Classification of All Economic Activities (ISIC) Revision 5, issued by the United Nations Statistical Commission (UNSC) dated 11 March 2024, under Regulation of the Head of Central Board of Statistics (Badan Pusat Statistik) No. 7 of 2025 on KBLI (“KBLI 2025”).

KBLI 2025 introduces new codes for newly defined business activities and also regroups and recodes certain types of business activities previously regulated under KBLI 2020. KBLI 2025 also requires companies, as applicable, to update their KBLI codes within six months from its effective date (i.e., by 18 June 2026).

Key Changes

  1. New Category and Rename: KBLI 2025 adds one category and renames certain categories, including:
    1. Category J – Information and Communication in KBLI 2020 is split into two categories:
      • Category J – Publishing, Broadcasting, and Content Production and Distribution; and
      • Category K – Telecommunications, Programming, Consultancy, Computing Infrastructure, and Other Information Services.

      As a result, the total number of categories increase from 21 categories (A-U) to 22 categories (A-V).

    2. Category N – Rental and Leasing Activities without Right Option, Employment, Travel Agencies and Category O – Households Activities as Employers; Activities that Produce Goods and Services by Households are renamed and reorganized as:
      • Category O – Administrative and Support Business Activities; and
      • Category U – Household Activities as Employers; Activities that Produce Goods and Services by Households for Their Own Undifferentiated Needs.
  2. New Codes and Recodes: KBLI 2025 provides new codes and recodes certain existing codes, including:
    1. New codes, such as:
      • KBLI 68123 – Management of Special Economic Zones;
      • KBLI 26110 – Industry of Solar Cell, Solar Panels, and Photovoltaic Inverters;
    2. Recodes, such as:
      • KBLI 35111 – Power Generation becomes:
        • KBLI 35111 – Power Generation from Non-Renewable Energy Sources that Produce Emissions;
        • KBLI 35120 – Power Generation from Non-Renewable Energy Sources that Do Not Produce Emissions; and
        • KBLI 35120 – Power Generation from Renewable Energy.
      • KBLI 39000 – Remediation and Waste and Other Waste Management Activities becomes:
        • KBLI 39001 – Carbon Capture Activity;
        • KBLI 39002 – Carbon Storage Activity; and
        • KBLI 39009 – Remediation and Waste and Other Waste Management Activities.
  3. New Descriptions: The descriptions of certain KBLIs have been amended and updated. For example, the descriptions of KBLI 59112 – Film, Video, and Television Program Production Activity by Private and KBLI 59201 – Voice Recording Activity are to include video podcast and audio podcast activities managed by the private sector.
  4. Recategorization and Reorganization: KBLI 2025 recategorizes and reorganizes certain KBLI codes, including:
    1. KBLIs 61991 and 61992, which previously covered telecommunications activities specifically for broadcasting and personal use, are removed and are now categorized under Subcategory 6110 if the activities relate to basic telecommunications services, or Subcategory 6190 if the activities constitute special additional services, applications, or telecommunications support services;
    2. KBLIs 35112, 35113, and 35114 for power transmission, distribution, and sales in KBLI 2020 are removed and are now covered under a single KBLI, i.e., KBLI 35131 – Power Distribution Activities;
    3. Vehicles repair-related activities previously under Category G – Trade Activities are now under Category T – Other Service Activities; and
    4. KBLI 2025 reassigns intermediary services by sector – the old single code is eliminated. For examples, KBLI 55400 – Accommodation Intermediary Services, KBLI 56400 – Food and Beverage Supply Intermediary Services Activities, and KBLI 68210 – Real Estate Intermediary Services Activities.
  5. New Concept: KBLI 2025 introduces the concept of factory-less goods producers, under which producers or principals who control the production of goods, including the design, technical specifications, and intellectual property rights of such goods, may not physically manufacture the goods themselves, but instead fully outsource the manufacturing process to other contractors. These business activities fall under industrial sectors (Category C).

Conclusion

KBLI 2025 is expected to increase certainty and ease of doing business in Indonesia. While KBLI 2025 has technical implications, as companies must review and update their KBLI codes in their corporate documents and government database, including the Directorate General of Administration Law (Direktorat Jenderal Administrasi Hukum Umum or AHU) and Online Single Submission (OSS) systems, to align with the new KBLI 2025 by 18 June 2026, the Government of Indonesia is expected to promptly issue relevant implementing regulations and technical guidance to avoid any delays and uncertainty.
