Updates to the Indonesia Standard Business Classification (KBLI 2025)
The Central Statistics Agency (Badan Pusat Statistik or “BPS”) has issued the new Indonesia Standard Business Classification (KBLI 2025).
Overview
The Government of Indonesia (“GOI”) has enacted Government Regulation No. 28 of 2025 on the Implementation of Risk-Based Business Licensing (“GR 28/2025”), which revokes Government Regulation No. 5 of 2021 (“GR 5/2021”).
GR 28/2025 introduces several changes to business licensing sectors, classifications, requirements, and systems. As a result, the GOI must once again adjust the Online Single Submission (“OSS”) system, as well as issue new implementing regulations by October 2025.

GR 28/2025 aims to simplify business licensing processes and requirements while providing clarity and certainty on procedures and timelines.

The Central Statistics Agency (Badan Pusat Statistik or “BPS”) has issued the new Indonesia Standard Business Classification (KBLI 2025).
Effective 1 June 2026, Indonesian limited liability companies are required to submit their annual reports and the notarial deed evidencing the GMS approval of such annual reports through the SABH system within 30 days from the date of the deed.
As part of regulatory simplification efforts and to promote ease of doing business in Indonesia, the Government of Indonesia, through the Ministry of Trade ("MOT"), has taken a significant step in reforming the import regulation by issuing MOT Regulation No. 16 of 2025 on Import Policies and Provisions, as amended by MOT Regulation No. 37 of 2025.
